Well, Robin and I have been throwing ideas back and forth for a few days now, so here's what we've got. Please feel free to give concrit!
Date & Time: Wednesday 16th 1.55pm/Thursday 17th 1.55am
Location: Mediterranean Sea/Tracy Island
Crew: Scott, Virgil, Gordon, Vince, Dominic, Brains, Tin-Tin
Technology: TB2 with pod 4, containing TB4 and TB8
Blurb: A research colony was established a year ago, documenting the enviromental damage done to ocean flora and fauna by the dumping of OD60 in 2065. The colony has a population of around 100, comprised of researchers and their families.
The shell that protects the colony becomes damaged because of a sudden convergence of the Arabian and Eurasian tectonic plates -- not bad enough to cause tsunami but enough to cause the colony to be affected. WASP are called in, but they're too far away to get there in time. Thus, IR is called in to help repair the shell in order to avert disaster. The colonists cannot do the repairs themselves.
The colony is being flooded by sea water and Brains, Vince, Dominic and Tin-Tin dive from TB8 to help with repairs. Brains decides that a combination of two waterproof polymers can be injected into the cracks, which are only hairline but are still leaking, but the polymer immediately hardens and stops the flood. The problem is that there are many cracks, which is what makes it important to get the repairs done ASAP. Thus, two dive teams go down: Tin-Tin and Brains, and Vince and Dominic. Gordon pilots TB4 in order to shed light on the repair work, and Scott sets up mobile control on TB2. Gordon would prefer to be diving, but because WASP may be on the scene, it is decided that he should lie low -- and gives assistance to the divers through the comm.
During the rescue, Dominic's cenophobia kicks in and he must be taken to the surface by Vince, slowing the repairs. After a pep talk from Dianne, the two return down and finish the repairs.
Just as IR finish up, WASP arrives on the scene and they take over, allowing IR to leave.
Disaster averted, IR pack up and return home.

Probably not a big deal, but if the colony is there long term, and there are families there may be more than just the researchers. May have a school set up? Medical staff? If there are families they may have set up a community. Just something I thought we might keep in mind.
Question - is the colony shell transparent or not? Blue goo in a transparent shell would look kind of funny - though I'm sure if it came down to it would be preferable to losing the colony.
Just some things you might want to keep in mind while planning.
